In 704, Emperor Monmu ordered to establish temple here. This temple is located on Mt. Nariai that is 569m high and has a great view of Amanohashidate. This temple had been the temple of Shugendo.
Legend said, the establishment of this temple is according to the story of one monk who practiced at this mountain under snow. During the heavy snow, he lost all foods. He was ready to die, but he decided to kill deer and ate its leg with a soup. that was against the bible of the buddhism. However, he survived with the soup. Later when the snow was melted, he found out that the leg of the Kannon statue was lost, and he realized that Kannon appeared and help his life.
Sanmon Gate
There are Nio Statues. They are watching all the visitors from the small windows that you can see when you enter this gate.
